Re: By-Election for 1 (One) General On-Reserve Councillor

As per our Binche Whut’en Election Code, Part 14 By-Election Procedures, Items 93 and 94 the By-Election Date for the 1 (One) General On-Reserve Councillor will be March 20, 2020.

Nominations will open February 4th and mailed back nominations must be received no later than February 14th.  Remember you can deliver or send by mail, email or fax a completed nomination form.  The Nomination Meeting will be held on February 18th from 5:00 PM – 7:00 PM.  The Acceptance or Decline of Nominations deadline is February 28th.  By this time or preferably sooner we must receive your signed Acceptance or Decline form and documents such as a clean Criminal Record Check, Verification form signed by Kelley Williams, Senior Administrator, that you have no arrears, and a signed Declaration as to no lawsuits against Binche Whut’en.  See Section 28 (b) (c) and (d) of the Elections Code.  Further, employees are not eligible to run and you must be living on reserve in order to be eligible for candidacy in this By-Election for a General On-Reserve Councillor.

Ballots will be mailed out on March 2nd.  You can vote electronically (in person at the Administration Building or separately on-line) and by mail-in ballot.  Electronic voting will be from March 9th to March 20th 8:00 PM and I will be emailing you instructions for the on-line voting a little later.

Election Status Update

January 20, 2020

To All Binche Whut’en Band Members:

The following is an update on the standing of the Binche Whut’en Chief & Council Elections scheduled for January 21, 2020.
Chief:

  • Gerald Anatole – In by Acclamation

Youth Councillor:

  • Jarrod Tom – In by Acclamation

Off-Reserve Councillor:

  • Theresa Morris – In by Acclamation

Elder Councillor:

  • Stanley Tom – Pending Acclamation – Waiting return of Criminal Record Check

1st General On-Reserve Councillor:

  • Dwayne Martin – In by Acclamation

2nd General On-reserve Councillor:

  • Vacant – By-Election Required

To explain further, (3) three Candidates have been disqualified due to Section 28 (b) of our Binche Whut’en Election Code regarding Criminal Record Checks. We also received the legal opinion from our lawyer Stan Ashcroft January 16, 2020.  Unfortunately, this has reduced the number of Candidates eligible to run for General On-Reserve Councillor down to one. As you are aware our Election Code calls for (2) two On-Reserve General Councillors. Also, there had been 2 (two) candidates running for Youth Councillor and one Candidate just withdrew last week.

What this means: – A By-Election be held for 1 (one) more General On-Reserve Councillor to meet Binche Whut’en’s Election Code.  Dates for Nomination and Acceptance/Decline to be announced.  Status of Elections for tomorrow is now cancelled because the Candidates are in by Acclamation.

Due to these circumstances with regards to acclamation, Criminal Record Checks and the funeral of the late Margaret Duncan, the Inauguration and Potluck Dinner have been re-scheduled to Saturday, February 1, 2020 at 2:00 P.M. and 6:00 P.M. respectfully.

Request for Comprehensive Community Plan

Binche Whut’en First Nation is currently accepting proposals to conduct a comprehensive community plan. The purpose of this Request for Proposal (RFP) is to solicit proposals from various individuals or organizations, conduct a fair and extensive evaluation based on the criteria listed on attached RFP, and select the candidate who best represents the knowledge and experience needed to complete the task.

Nomination Results

Posted below are the results of all the nominations we received. As per our election code, any nominations not received by December 16th at 7:00PM will not be included.

If your nomination is not posted, it may be for one of the following reasons

  1. The nominee was already nominated (MOST COMMON). A nominee can only be nominated once per category.
  2. The nominee was nominated for the wrong category (i.e. an elder was nominated for Youth Councillor.)
  3. The nomination was seconded or moved by someone who already seconded or moved in that category.
  4. The nominee was not a Binche Whut’en Member.
  5. The nomination was received after the deadline.

The nominees will have 10 days to accept or decline their nomination and sign all required documents. We will be working on giving this information out to all nominees.

Election’s Notice

The elections for the first Binche Whut’en Chief and Council will be held on January 7th, 2020 at the earliest. Voting will be done either online, or through mail in ballot. The polling station will be located at the Binche Community Centre, starting at 8:00am to 8:00pm. The eligible voters list has been posted at the Binche Community Centre. Eligible voters must be a registered member of Binche Whut’en, and be at least 18 years of age as of January 7th, 2020.

A Nomination Meeting will occur December 16th at the Binche Community Centre from 5:00pm to 7:00pm.

Nominations will be open for the following positions:

  • One (1) Chief (on-Reserve resident);
  • Four (4) Councillors (on-Reserve residents), one of whom will be a Youth Councillor and one will be an Elder Councillor. There will be 2 on-reserve General Councillors.
  • One (1) Councillor (off-Reserve resident)

Attached below you will find a copy of our election code, as well as our election schedule. You will also find a questionnaire that was handed out during the last meeting. We would appreciate your feedback. Answers can be dropped off at the Binche Community Centre. An eligible voters list as been posted at the Binche Community Centre.

Naloxone Training Sessions

  • Take Home Naloxone Training is offered to you at your convenience in the comfort of your home, at your organization/work location and at the health centre.
  • 1 to 1 ½ hour (depends on number of people in training.)
  • Training includes; a quiz, a power point presentation with a video on how to recognize an overdose and how to use the naloxone kit. (You will practice using the kit and receive a free kit.)
  • We also have additional information on Fentanyl/Naloxone/overdoses and can chat about other health questions you may have.
  • We can share stories and learn from one another.
